Practice Focus. Bill is a distinguished trial lawyer with close to 30 years of investigative and litigation experience. In his extensive career, Bill has personally tried a spectrum of matters, from several massive federal criminal antitrust cases to complex criminal health care cases. He routinely represents physicians, companies, board of directors, executives and professionals in federal investigations, internal audits, and complex litigation involving the Department of Justice, the Department of Health and Human Services (HHS), the Office of Inspector General (OIG), Veterans Affairs Office of Inspector General (OIG), Food and Drug Administration Criminal Investigation Division (CID), the FBI, IRS, the Securities and Exchange Commission (SEC), the U.S. Attorney’s Office, and other state and federal government agencies.
Criminal Cases. In criminal matters, Bill has successfully defended, including preventing charges from being brought against, individual and corporate clients under investigation for federal conspiracy, health care fraud, bribery, public corruption (Hobbs Act), money laundering, securities fraud, wire and mail fraud, bank fraud, cyber-crimes, violations of the Foreign Corrupt Practices Act (FCPA), obstruction of justice, false statements to government agents, and possession with intent to distribute narcotics. Bill has an impeccable track record when it comes to reaching non-prosecution agreements with the government by making compelling presentations in pre-indictment negotiations with senior government lawyers.
Civil Litigation & Whistleblower Cases. Bill regularly represents corporate and individual clients in civil cases. While some of these cases involve ordinary commercial litigation matters such as breach of contracts, fraud, breach of fiduciary duties, and employment disputes, Bill has also achieved victories for his clients in FCPA investigations, False Claims Act whistleblower cases, and securities fraud cases. Bill has extensive experience with internal audits, internal investigations, corporate integrity agreements (CIA), and regulatory compliance programs.
Accolades. Close to two decades, Bill served as a Trial Attorney with the Antitrust Division and an Assistant United States Attorney (AUSA). While Lead Prosecutor of Criminal Health Care Fraud in North Texas and serving as the Health Care Fraud Coordinator for the Northern District Of Texas, Bill supervised all health care fraud civil and criminal investigations, civil complaints, relator whistle blower qui tam complaints, grand jury proceedings, indictments, and trials of the U.S. Attorney’s Office. He further tried and supervised some of the most complex and significant white collar and financial criminal cases, including financial fraud, antitrust violations, securities fraud, and health care fraud. During his tenure with the Department of Justice, Bill received awards from various law enforcement agencies, among them the United States Assistant Attorney General Outstanding Contribution Award, the U.S. Attorney’s Office Performance Award, the U.S. Attorney’s Office Prosecution Award, and the Federal Bureau of Investigation Special Recognition Award.
