David White is a seasoned investigations and compliance professional with more than 36 years of experience in federal law enforcement and private industry, specializing in DEA regulatory compliance, controlled substance diversion prevention, and investigations involving pharmaceutical and chemical handlers. Mr. White has extensive experience advising DEA registrants on compliance obligations under the Controlled Substances Act (CSA) and related federal regulations, and has spent decades helping identify and mitigate diversion risks in high-stakes regulatory environments.

Before entering private consulting, Mr. White served for 32 years with the Drug Enforcement Administration (DEA), where he held multiple leadership and investigative positions, including Diversion Group Supervisor. In that role, he managed and directed teams responsible for conducting criminal, civil, and administrative investigations involving controlled substances and worked to prevent, identify, and disrupt the diversion of legitimately manufactured pharmaceuticals and regulated chemicals.

During his tenure with the DEA, Mr. White also served as a Staff Coordinator at DEA headquarters in Arlington, Virginia, where he coordinated nationwide diversion investigations alongside DEA Field Offices, U.S. Attorney’s Offices, and other federal and state law enforcement agencies. He provided regulatory guidance and oversight to field investigators, served as a Controlled Substances Security Coordinator, and delivered training to pharmaceutical industry stakeholders on the Controlled Substance Ordering System (CSOS) and other compliance requirements.

Following his DEA service, Mr. White worked as a Pharmacy Compliance Officer with Cordant Health Solutions, where he coordinated compliance efforts across multiple pharmacy operations and ensured adherence to federal and state laws governing controlled substances. His work included risk-based inspections, responding to DEA and State Pharmacy Board inquiries, reviewing and revising SOPs, and monitoring suspicious ordering activity to identify potential compliance threats.

Mr. White currently serves as an Independent Pharmaceutical Consultant through DJW Consulting, Inc., LLC, providing professional consulting services to DEA registrants. His work focuses on controlled substance risk identification, due diligence education, diversion prevention strategies, and compliance-focused policy and procedure review.

Mr. White earned his Bachelor of Science in Food Service and Lodging Management from the University of Missouri–Columbia.
