Jason P. Dragon brings more than 27 years of federal criminal investigative and executive law enforcement leadership experience to every matter he undertakes. Mr. Dragon’s career includes service as Acting Assistant Special Agent in Charge, Resident Agent in Charge, Supervisory Special Agent, Deputy Chief of Staff, and Special Agent with U.S. Immigration and Customs Enforcement (ICE), as well as service with the United States Border Patrol and the Connecticut Department of Public Safety, Division of State Police. His background spans complex federal criminal investigations, internal and administrative investigations, public corruption, financial crimes, employee misconduct matters, executive-level case review, and interagency coordination with federal prosecutors and law enforcement partners across the United States and abroad.

U.S. Immigration and Customs Enforcement, Office of Professional Responsibility (OPR)

Mr. Dragon served with ICE’s Office of Professional Responsibility in Houston, first as Resident Agent in Charge from June 2022 to December 2025, and subsequently as Acting Assistant Special Agent in Charge from January 2026 to May 2026. In these roles, he directed investigative operations across a six-state region, overseeing complex criminal and administrative investigations involving public corruption, fraud, employee misconduct, abuse of authority, retaliation, civil rights concerns, and ethics violations.

As Acting Assistant Special Agent in Charge, Mr. Dragon conducted second-level reviews of investigative reports to ensure factual accuracy, legal sufficiency, and evidentiary integrity before executive disposition, and advised executive leadership on findings and recommended administrative or criminal action. As Resident Agent in Charge, he supervised investigative personnel conducting interviews, evidence collection, document analysis, and investigative planning; evaluated allegations to determine investigative scope, jurisdiction, and resource allocation; and worked closely with executive leadership, legal counsel, and human resources on sensitive personnel and security matters. He also led security awareness and workplace integrity training for more than 500 employees and identified investigative trends through case analysis to recommend organizational improvements.

U.S. Immigration and Customs Enforcement, Homeland Security Investigations (HSI)

From December 2014 to June 2022, Mr. Dragon served as a Supervisory Special Agent with ICE HSI in Houston, where he led a multidisciplinary investigative unit combating organized crime, transnational gangs, narcotics trafficking, and violent criminal organizations throughout Southeast Texas. He directed personnel development through mentoring, coaching, operational planning, and performance management, and delivered law enforcement training and investigative instruction to foreign police agencies in Spain and Honduras, strengthening investigative capabilities and international partnerships.

Mr. Dragon completed multiple overseas assignments supporting visa security operations, institutional partnerships, and law enforcement capacity building, and developed collaborative relationships with U.S. Embassy personnel, foreign government officials, and partner law enforcement agencies. He coordinated operations with federal, state, and local authorities that resulted in the disruption of organized criminal conspiracies and large-scale enforcement operations. He also served as Commander and Executive Officer of the HSI Houston Rapid Response Team, responsible for emergency response, disaster operations, critical incident management, search and rescue, tactical planning, and the protection of government personnel and assets during natural disasters and major emergencies.

ICE Office of the Director and Domestic Operations, Washington, D.C.

Mr. Dragon’s Washington, D.C. service began in 2010 as Program Manager in ICE HSI’s Office of International Affairs, where he served as subject matter expert on international visa security programs supporting overseas law enforcement partnerships and developed training materials used to educate federal personnel on international law enforcement operations and visa security procedures. In 2012, he completed an HSI Fellowship in the Congressional Affairs and Advisory Section, designing and delivering instructional briefings for Congressional committees on Homeland Security investigative authorities and operational capabilities, and advising legislative stakeholders on border security and law enforcement initiatives.

From January 2013 to January 2014, Mr. Dragon served as Operations Manager for ICE HSI Domestic Operations, acting as a key liaison between HSI headquarters and field offices, overseeing policy implementation, and ensuring compliance across multiple investigative programs; he contributed to an agency policy enabling more efficient, expedited response of personnel to critical incidents. He then served for one year, from January to December 2014, as Deputy Chief of Staff and Special Assistant in the ICE Office of the Director, supporting the Principal Deputy Assistant Secretary and Chief of Staff in managing day-to-day agency operations with considerable interaction with the Department of Homeland Security and the National Security Council. In that role, he coordinated executive-level responses to Congressional inquiries and high-profile investigations and provided organizational guidance supporting agency-wide strategic initiatives, policy implementation, and operational coordination.

Early Federal and State Law Enforcement Experience

From 2005 to 2010, Mr. Dragon served as an HSI Special Agent in McAllen, Texas and Hartford, Connecticut, conducting complex federal criminal investigations involving customs fraud, financial crimes, narcotics trafficking, child exploitation, immigration violations, and transnational criminal organizations. He executed federal search and arrest warrants, interviewed witnesses, confidential informants, victims, and subjects, prepared detailed investigative reports and affidavits supporting federal prosecutions, and coordinated extensively with Assistant United States Attorneys, presenting investigative findings during operational briefings and judicial proceedings.

Before joining ICE, Mr. Dragon served as a State Trooper with the Connecticut Department of Public Safety, Division of State Police, from 2000 to 2005, conducting criminal investigations, traffic enforcement, accident investigations, emergency response, patrol operations, arrests, and community policing. He began his federal law enforcement career in 1999 as a Patrol Agent with the United States Border Patrol, Immigration and Naturalization Service.

Education and Professional Recognition

Mr. Dragon holds a Bachelor of Arts in Political Science from the University of Connecticut, Storrs, Connecticut (1998). Over the course of his career, he has been recognized with the HSI Executive Associate Director’s Award for Outstanding Investigative Achievement (2019), the Houston Chief of Police Unit Citation (2017), the ICE Director’s Award for Meritorious Service (2014), U.S. Attorney’s Awards for his work on United States v. Brian Herndon (2009), United States v. Alan Hesketh (2008), and United States v. Middlemass (2007), and, during his service with the Connecticut State Police, a Lifesaving Award, a Meritorious Service Award, and two Unit Citations (2001–2005).
