Mark Kelly is former Special Agent and top-tier federal law firearms consultant who offers clients more than 30 years of ATF expertise.
ATF Career. Special Agent Kelly spent three decades as a criminal investigator with the Bureau of Alcohol, Tobacco, and Firearms (ATF) with a focus on compliance and violations of the National Firearms Act of 1934 and the Gun Control Act of 1968. Mark has testified as a government expert at dozens of occasions in federal courts across the United States about interstate commerce of firearms and ammunition.

Mark’s substantial expertise in ATF investigation, ATF compliance, and the interstate commerce of weapons and ammunition helps to assess compliance risks or to better understand the defense options against complex ATF investigations. In the United States and abroad, Mark has taught classes on federal gun compliance, licensing, interstate dealings, and Second Amendment issues before the ATF National Academy, the TSA Leadership Academy, and others.
